Transportation: Revises provisions relating to personal delivery devices & drones; provides requirements for DOT; authorizes certain license tax revenues be pledged for repayment of specified bonds; requires EOG, rather than Legislative Budget Commission, to approve rolling over certain spending authority to next fiscal year; increases work program amendment threshold that requires certain approval; removes Legislative Budget Commission as entity required to approve certain emergency loans; provides penalties for certain offenses relating to autonomous vehicles; repeals provisions relating to digital proof of driver license or ID card & electronic insurance verification. Effective Date: July 1, 2026
