HB 927 Local Land Planning and Development (2026 Session)
Local Land Planning and Development: Requires land development regulation commission to develop model ordinance to guide local governments in enactment of land planning & development program ordinance; requires local governments by date certain to enact land planning & development program ordinance under which local governments may enter into employment agreements with certain private providers to perform specified review services; establishes contract terms & conditions of employment agreements for review services under program ordinance; authorizes civil causes of action for specified relief; requires governing body of county or legal governing body of county, municipality, town, or village to create program, or to update existing program, to expedite process for issuing building permits for residential subdivisions, planned unit developments, or planned communities, or one or more phases of multi-phased community or subdivision, by date certain; authorizes applicant to use specified private provider for land use approvals to expedite application process for any plans necessary to support approval of site plan, preliminary plat, & final plat, or building permits after preliminary plat is approved. Effective Date: July 1, 2026
